Subject: Add RVSAO, SONG & SQIID IRAF packages (with small patches to fix
 things that were also broken in Ureka). The SONG package is missing a
 dependency that isn't in Ureka or AstroConda and lives in the "obsolete"
 directory on the IRAF FTP site.
